Congressional GOP Back President's Proposal to Replace Affordable Care Act

US lawmakers are meeting during the weekend for the initial time since the government shutdown began more than a month ago, but hopes for a bipartisan agreement on how to end the standoff appeared to recede as GOP senators proposed a plan unacceptable to Democrats: eliminating the ACA, called Obamacare.

Growing Impact of Federal Closure

The effect on Americans from the longest shutdown of the US government in history deepened on Saturday, as federal workers went without pay, carriers were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.

Trump's Proposal from Florida Resort

As weekend meeting got under way, Republican senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be replaced by health savings accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Endorsement

Several Republican senators praised the proposal, which is comparable with a alternative for Obamacare put forward in 2017.

"We will replace this failing program with something that is truly better for the patient," one senator stated.

Another senator commended Trump's proposal on social media, and stood next to a giant blow-up of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator wrote in reply to Trump's suggestion. "We need to stop taxpayer money from going to insurance companies and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."

Opposition Response

Opposition senators expressed alarmed reactions to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is another cynical attempt to eliminate Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been defeated by voters and Congress."

Another lawmaker reacted to the criticism of insurance companies by writing: "Oh, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Really? In that case I welcome your support for universal healthcare."

Ongoing Negotiations

The Senate went into recess without reaching a resolution, but Senate Republican leaders have signaled an openness to an emerging proposal from a small group of centrist lawmakers to terminate the shutdown in return for a future vote on the Obamacare subsidies.

One Democratic senator, who is spearheading the talks among moderates, said that Democrats "require another way ahead" after Republicans rejected an offer to restart the government and continue the subsidies for a year.

Another senior Democratic senator continued in maintaining that Republicans should agree to a 12-month continuation of the payments before discussing the long-term of the tax credits.

"Inaction is derelict because citizens will go bankrupt, people will become uninsured, people will get more ill," the senator said in a floor speech. "That is what will happen if this Congress does nothing."

Political Dynamics

None of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same carriers, or that Republican legislators need the support of eight Democrats to reopen the government, and the idea of repealing and substituting Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.

Several observers indicated that the essence of such a plan would eliminate the ACA's mandate that insurance companies cover patients with existing health issues.

After his golf outing, Trump returned to his residence and doubled down on his insistence that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a iteration of the proposal that failed to garner enough support in 2017.
